The question

“How do we measure whether an organisation is actually capable of delivering on its strategy?”

Why this matters

Strategy documents assume capability. Boards assume capability. Yet almost no organisation can answer, in a single number, whether its workforce is actually able to deliver what has been promised. A Capability Index turns a hidden risk into a visible signal.

Capability is not the same as skill. Skill is what a person can do today. Capability is what an organisation can reliably do at scale — across roles, geographies, and time. Most HR functions measure skill and call it capability.

My working thesis is that a Capability Index has four dimensions: Skills & Expertise, Mindset & Behaviours, Culture & Operating Model, and Readiness & Learning Velocity. A score on one without the others is misleading.

The uncomfortable insight I keep landing on: organisations often over-index on skills because they are the easiest to certify — and under-index on mindset and learning velocity, which are the actual bottlenecks to strategic delivery.
