Three levels of HR data maturity: Operational (what happened), Predictive (what will happen), and Strategic (how people shape business outcomes). Most HR functions live at Level 1 and wonder why the CFO does not take them seriously.

The levels

  • Level 1 — Operational (table stakes): Headcount, attrition rate, cost per hire, time to fill, payroll accuracy. Every HR function should have this. If you do not, fix it in the first 60 days.
  • Level 2 — Predictive (differentiator): Flight-risk modelling, high-potential trajectory prediction, skills-gap forecasting, manager quality index. Requires HRIS investment and analytics capability. Separates a strategic HR function from a transactional one.
  • Level 3 — Strategic (CHRO as business leader): Workforce composition vs business strategy alignment, human-capital ROI, capability index. Requires deep partnership with Finance and Strategy — and a CFO who believes HR data is credible.

Why HR gets stuck at Level 1

Three reasons: fragmented systems, junior analytics capability, and the fear of being wrong. A CHRO who tolerates being wrong at Level 2 while getting closer to right earns far more credibility than one who insists on being certain at Level 1.

How to apply it

  1. Audit your data honestly — where are you today across the three levels?
  2. Invest in one Level-2 capability in Year 1 (usually flight-risk or manager quality).
  3. Co-own one Level-3 metric with the CFO. That single move re-brands HR as a business partner.
