📐 Three Horizons of HR

Every CHRO agenda across three time horizons: Fix (0–6m), Build (6–18m), Shape (18–36m). Most only plan Horizon 1.

Map every CHRO agenda across three time horizons: Fix (0–6 months), Build (6–18 months), Shape (18–36 months). Most CHROs only plan Horizon 1 and wonder why they feel stuck in Year 2.

The horizons

  • Horizon 1 — Fix (0–6 months): Payroll accuracy, policy compliance, attrition fires, team capability gaps. Fast, visible, credibility-building. This earns you the licence to operate.
  • Horizon 2 — Build (6–18 months): Talent architecture, leadership pipeline, analytics capability, engagement framework, HRBP transformation. Systemic, medium-term, capability-creating. This builds your strategic reputation.
  • Horizon 3 — Shape (18–36 months): Culture as competitive advantage, AI-era workforce design, employer brand, leadership succession. Strategic, legacy-defining. This earns you the next mandate.

The discipline

Allocate explicit time, attention, and budget to all three. If 100% of your energy is in Horizon 1, you are managing a function — not leading a strategy.

The common failure mode

Under pressure, CHROs collapse Horizon 2 and 3 into Horizon 1. Every planning cycle becomes a fire-fight. Two years in, capability has not compounded and the CEO starts asking why HR “still feels tactical”.

How to apply it

  1. Split your calendar into three colour-coded blocks — Fix, Build, Shape. Audit weekly.
  2. Every quarterly HR review carries three slides, one per horizon.
  3. Protect at least 20% of budget and headcount for Horizon 2 initiatives no matter what.
